The past DTT blackout on February 14 introduced new channels and changed the location of others. The Government of Spain is preparing for new changes in traditional television with DVB-T2 technology that will force it to be retuned.
Spain is falling behind in image resolution compared to other countries in the European Union and has developed the National Technical Plan for Terrestrial Television to put an end to it. The next measure contemplated is arrival of three new channels in Ultra High Definition (UHD) or 4K.
La1 took advantage of the blackout in February to start broadcasting in UHD, and now other channels managed by RTVE, Atresmedia and Mediaset. The cost of the 5-year broadcast license ranges between 1 million and 2.5 million euros.
The Secretary of State for Telecommunications and Digital Infrastructures met at the beginning of summer with representatives of the chains to discuss the developments that will be applied throughout the year and has confirmed that The entire grid will migrate with the new DVB-T2, where the content will be housed in Ultra High Definition.
Traditional television will maintain DVB-T for compatible channels, although the intention of the Government of Spain is for DTT to increasingly have more HD and UHD stations. The latter will use HEVC as the new encoding standard, as it has been shown to be more efficient with this resolution.
The migration of DTT with DVB-T2 will occur in two phases

The plan is ambitious and will be executed in two phases. The first changes will occur in the RGE2 multiplex, the only one that will go from the current DVB-T to DVB-T2 to host the four channels in UHD. Atresmedia and Mediaset are still in negotiations, but They have confirmed that each one will have an Ultra High Definition channel.
Some televisions will not be compatible with this technology, but the idea is that they will adapt progressively. The second phase will force existing channels to change position between RGE1, MPE2, MPE3, MPE4 and MPE5:
- RGE1: La1, La2, 24h, TDP, Clan (previously in RGE2).
- RGE2: La1 UHD, La2 UHD, new UHD from Atresmedia and new UHD from Mediaset.
- MPE1: Disney Channel, Paramount Network, DMAX and Gol Play.
- MPE2: Antena 3, LaSexta, Neox, Nova, Atreseries (previously in MPE5).
- MPE3: Telecinco, Cuatro, FDF, Divinity and BeMad (previously in MPE5).
- MPE4: Boing, Energy, Mega, Trece.
- MPE5: Real Madrid TV, TEN and DKiss (previously in RGE2).
The Government has relocated the DTT stations to make room for a new UHD channel in MPE5 that will be “subject to award through the call for competition for the granting of a license to provide the state-wide television audiovisual communication service.”
The National Technical Plan for Terrestrial Television does not establish an exact date for the start of the second phase, but will depend on a series of conditions: 95% of the Spanish television fleet must be compatible with DVB-T2 and 90% must be able to reproduce the UHD signal. All televisions sold starting this year will have to be compatible with the 4K of DVB-T2.
